GENERAL DESCRIPTION: Performs complex (journey-level) licensing and permitting work in the Regulatory Services Division License and Registration Service. Work involves receiving and reviewing applications and supporting documentation for licenses, renewals, and modifications. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.


The following Military Occupational Specialty codes are generally applicable to this position.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Obtains, performs, and verifies the entry of new and renewal license and/or registration, and the required technical data in computer applications, databases, and systems required to complete the licensing and/or registration process.


2. Verifies applicant and licensee eligibility and compliance by reviewing criminal history for any alleged violations of laws, rules, and regulations for new, renewal, and current licensees or registrants issued for programs regulated by the Regulatory Services Division.

3. Receives and reviews applications, license information, and supporting documents provided by citizens to ensure completeness, accuracy, and compliance with the issuance of a license and/or registration.


4. Communicates via telephone and written correspondence with the general public, agency staff, other law enforcement agencies and court staff in accordance with specific guidelines and established procedures of the regulated programs. Answers questions and explains licensing and registration procedures.


5. Provides administrative and technical assistance related to license and registration requirements. May interpret or explain statutes, rules, regulations, policies and procedures related to program licenses or registrations.

6. Composes, revises, customizes, prints and mails form letters regarding inquiries concerning regulated programs and the processing of complaints, hearings, license revocations, suspensions, investigative findings, and related matters.

7. Reviews, evaluates, and tracks applications and responses in relation to program rules, regulations, policies, and procedures.

8. May assist with the development and training of employees as it relates to performing work procedures.

9. Administers testing to license and registration applicants.

10. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

11. Perform other duties as assigned.


Qualifications:

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education - High School Diploma/equivalent required. Completion of sixty (60) semester hours from an accredited college or university is preferred.

Experience - Minimum of three (3) years of progressively responsible work experience involving researching complex computer files or databases and communicating/interacting with the general public, other law enforcement entities, and individuals working in the courts and legal system.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification - If driving is required, must possess a valid driver license from state of residence.

Regulatory Knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Knowledge must stay current with changes to rules and statutes as they pertain to executing job duties in the assigned program(s).

Technology - Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint and CJIS) and be able to learn new software/systems.

Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must also be able to work effectively in an open office environment with frequent interruptions and distractions, a moderate noise level and a high but fluctuating level of time/volume/accuracy pressures.

Analytical Reasoning/Attention to Detail - Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Remote/Telecommuting work and Travel -This position may have the ability to telecommute based on the needs of the division/agency.

State of Texas Benefits and Retirement Information:

Current DPS employees who submit applications for posted DPS positions shall notify their immediate supervisor in writing .

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
